Produc\u0103torii europeni ocup\u0103 pozi\u021bia de lideri pe pia\u021ba global\u0103 a camioanelor cu peste 40% din produc\u021bia mondial\u0103.<\/p>\n<p><span style=\"font-weight: 400;\">Emisiile vehiculelor de mare capacitate (VMC) europene, categorie \u00een care intr\u0103 camioanele \u0219i autobuzele, au crescut cu 36% \u00eentre anii 1990 \u0219i 2010 \u0219i continu\u0103 s\u0103 creasc\u0103. Cu toate c\u0103 VMC-urile sunt doar 5% dintre vehiculele de pe drumurile europene, emisiile acestora reprezint\u0103 \u00een momentul actual 30% din totalul emisiilor transportului rutier \u0219i aproximativ 5% din totalul emisiilor de dioxid de carbon ale Uniunii Europene<\/span><span style=\"font-weight: 400;\">. \u00cen cazul \u00een care nu se iau m\u0103suri, emisiile VMC-urilor vor continua s\u0103 creasc\u0103 p\u00e2n\u0103 la 40% din totalul emisiilor transportului rutier p\u00e2n\u0103 \u00een 2030. Tot p\u00e2n\u0103 \u00een 2030 camioanele \u0219i autobuzele vor fi responsabile pentru aproximativ 15% din totalul emisiilor care nu intr\u0103 \u00een schema de comercializare a emisiilor.<\/span><\/p>\n<p>\u021aintele europene de decarbonizare pentru 2030, nemaivorbind de cele din 2050, nu pot fi atinse f\u0103r\u0103 reglementarea sectorului vehiculelor de mare capacitate. Cu toate acestea, \u00een prezent nu exist\u0103 o strategie a UE care s\u0103 sus\u021bin\u0103 statele membre \u00een reducerea emisiilor provenite de la autobuze \u0219i camioane.<\/p>\n<p>\u00cen iunie 2015 Agen\u021bia de Protec\u021bie a Mediului din SUA \u00a0a propus un obiectiv nou, de ameliorare cu 24% \u00een economia de combustibil pe camion p\u00e2n\u0103 \u00een 2027. Acestea se adaug\u0103 unor alte limite impuse \u00een 2011. Flota de camioane a SUA va deveni mult mai eficient\u0103 \u0219i mai avansat\u0103 tehnologic \u00een urm\u0103torii ani, modific\u00e2nd o tendin\u021b\u0103 care a persistat mai mult de un deceniu. Noile reglement\u0103ri privind eficien\u021ba din SUA vor conduce la \u00eembun\u0103t\u0103\u021biri tehnologice extraordinare. \u00cen acela\u0219i timp, SUA \u0219i celelalte regiuni cheie \u00een produc\u021bia de automobile la nivel mondial, cum ar fi Japonia, China \u0219i Canada, opteaz\u0103 pentru a stabili valorile \u021bint\u0103 obligatorii care vor conduce la \u00eembun\u0103t\u0103\u021birea eficien\u021bei la noi vehicule grele prin adoptarea de tehnologii superioare.<\/p>\n<p><span style=\"font-weight: 400;\">\u00cen absen\u021ba unor standarde de reglementare comparabile \u00een UE, noua flot\u0103 de TIR-uri din Europa va stagna \u00een ceea ce prive\u0219te tehnologiile de eficien\u021b\u0103 \u0219i consum. Produc\u0103torii de camioane pretind c\u0103 putem avea \u00eencredere \u00een ei pentru a oferi camioane mai eficiente. Realitatea este c\u0103 \u00een ultimele dou\u0103 decenii nu au f\u0103cut practic nici un progres \u00een eficien\u021ba combustibilului, \u00een timp ce pentru o mare parte din timp acestea sunt presupuse a fi operat \u00eentr-un veritabil cartel. E timpul <\/span><i><span style=\"font-weight: 400;\">s\u0103 <\/span><\/i><span style=\"font-weight: 400;\">schimb\u0103m treptele de vitez\u0103 \u0219i s\u0103 introducem standarde \u00een economia de combustibil pentru camioane.<\/span><\/p>\n<p>Comisia European\u0103 nu \u00ee\u0219i mai poate permite s\u0103 ignore emisiile VMC-urilor \u0219i va trebui s\u0103 se foloseasc\u0103 de iminen\u021ba strategiei pentru decarbonizarea transportului pentru a-\u0219i detalia planurile pentru limitarea emisiilor provenite de la vehiculele de mare capacitate. Astfel, Comisia ar trebui s\u0103 anun\u021be planuri de introducere a unor standarde \u00een economia de combustibil pentru VMC. \u00cen plus, aceasta ar trebui s\u0103 aduc\u0103 amendamente directivelor pentru Eurovigniet\u0103 pentru a introduce un sistem de taxare bazat pe diferen\u021bierea emisiilor \u0219i pentru a accelera introducerea noilor modele de camioane. Alte m\u0103suri includ cre\u0219terea taxei minime pentru motorin\u0103, precum \u0219i o tranzi\u021bie c\u0103tre promovarea altor mijloace de transport.<\/p>\n<p>Cinci \u021b\u0103ri membre UE &#8211; printre care se afl\u0103 Germania, Olanda \u0219i Marea Britanie &#8211; au declarat Comisiei Europene c\u0103 limitarea emisiilor de CO2 la camioane este necesar\u0103 \u00een cazul \u00een care Europa dore\u0219te s\u0103 \u00ee\u0219i satisfac\u0103 obiectivele climatice pentru 2030 \u00een acord cu noul tratat climatic semnat la Paris.<\/p>\n<p><span style=\"font-weight: 400;\">Cu ocazia Consiliului informal ce va fi organizat la Amsterdam pe data de 14-15 aprilie &#8211; care va avea ca tem\u0103 central\u0103 decarbonizarea sectorului de transport european \u0219i la care vor lua parte mini\u0219trii de transport \u0219i de mediu europeni<\/span> <span style=\"font-weight: 400;\">&#8211; <\/span><b>solicit\u0103m guvernului Rom\u00e2niei s\u0103 se al\u0103ture \u021b\u0103rilor care cer Comisiei Europene reglement\u0103ri pentru limitarea emisiilor de CO2 a vehiculelor de mare capacitate.<\/b><\/p>\n<p>\u00cen aceast\u0103 cauz\u0103 Rom\u00e2nia poate fi o campioan\u0103 a decarboniz\u0103rii \u0219i a mediului curat. \u021aara noastr\u0103 e un nod rutier de mare importan\u021b\u0103 \u00een sud-estul continentului, pe drumurile comerciale de la intersec\u021bia Uniunii Europene cu estul Europei \u0219i cu Orientul apropiat.
